Harbormaster

Unit Overview

The Harbormaster is responsible for ensuring the safe, secure, and efficient operation of East Providence’s vibrant waterways, harbors, and coastline. As a specialized enforcement and service program of the East Providence Police Department, the Harbormaster balances active maritime law enforcement with community-focused boater services.

The team consists of a full-time Harbormaster and several assistant harbormasters.. Together, they monitor and protect 14.4 miles of coastal shoreline and oversee local mooring areas accommodating approximately 300 registered vessels.

Core Responsibilities & Operations

  • Port Security & Homeland Security: Implementing federal port security mandates and participating in critical Homeland Security details alongside the East Providence Police Department.
  • Search and Rescue (SAR): Coordinating directly with the United States Coast Guard (USCG) to respond immediately to vessels in distress and emergency maritime calls.
  • Waterway Management: Structuring local mooring fields, handling seasonal permit applications, and partnering with the Harbor Commission to advance the City’s long-term Harbor Management Plan.

Operational Schedule

  • Seasonal Operations: Harbormasters operate dynamically from Memorial Day weekend through Columbus Day weekend.
  • Mooring Permits: The Harbormaster manages and issues numerous mooring permits.
