Community At Risk Registration & Enrollment (C.A.R.E.)

The Community At-Risk Registration & Enrollment (C.A.R.E.) program allows caregivers and family members to voluntarily register an at-risk or vulnerable individuals with the police department. This helps our department quickly identify, assist, and safely reunite community members during critical incidents. It helps officers respond more effectively and compassionately by providing advance, non-emergency information about individuals with special needs.

Purpose of the Program:

  • Improve communication and de-escalation when officers respond to calls involving people with autism, Alzheimer’s/dementia, developmental disabilities, mental illness, cognitive impairments, or other conditions that affect behavior, communication, or understanding.
  • Reduce the risk of misunderstandings, agitation, or unnecessary escalation by equipping officers with details like preferred communication methods, known triggers, calming techniques, medical notes, or a recent photo.
  • Support caregivers and families by creating a secure, proactive tool for law enforcement.
  • Enhance overall community safety and trust. It offers meaningful peace of mind, knowing that help can be mobilized quickly and effectively when it matters most.
  • Enrollment is always voluntary and submitted by the individual (if able), a parent, guardian, or caregiver. Information is stored securely in the department’s systems and flagged only for relevant calls to that address or person.
